Correct extended PluginBase for plugins with serialization, translation and messenger calls. [#3135675]

We are using Drupal\Component\Plugin\PluginBase;, we should be using Drupal\Core\Plugin\PluginBase;

We should also replace anywhere we are making direct calls to useDependencySerializationTrait, StringTranslationTrait or MessengerTrait.
