Problem/Motivation

Ever since #2924691: Remove fallback plugins, make recovery code concept into validation & setup plugins was committed to the TFA module, the GALoginRecoveryCodeSetup plugin has become obsolete and should be removed.

Proposed resolution

Remove the class.
