ultimike@rachel_norfolk, so there is no language in the DCoC that specifically says "determined by the location of the DrupalCon event". It's odd because in other parts of the DCoC, the phrase "laws in which the conference or program is being held" (or similar) is used in several other places.
So, @weekbeforenext - I think our best path forward is to add a phrase like this to the Drupal event CoC template. Thoughts?

As far as laws applied based on event location, we have several statements that mention this in regards to anti-discrimination laws. These statements match those in the DrupalCon CoC.
