even when the option in the main config for "Default state for the notification selection box for registered users " is set to "All comments", when I create a new user in the system the pulldown in their registration screen is defaulted to "No notifications".

I'm attaching a patch I made to correct the problem on my site. This patch is only a hack, it hard codes the setting I want, but at least it illustrates a section of code that is affected by the bug.
