the settings page for contempate is not showing up in the administrative configuration menu (or overlay)
It can still be accessed via
/admin/config/contemplate
but I think it's supposed be in the regular configuration menus, or at least have a "configure" button on the modules page.

but in D7, i was thinking that perhaps the proper way to configure the templates is from the appearance/themes tab?

I guess I was looking in the configuration, content authoring section
Id also looked for a settings/config button in Administration » Structure » Content types
when I went looking to see where it might be.
