To reproduce

1) Configure as per screenshot
2) Add a user who can create 'article'
3) Log in as new user and create an article
4) Log in as another user and comment on newly created node

At this point I would expect user 1 to get an email saying there has been a comment on their node. It does not happen. The only way to get this to work is to log in as user 1 and edit your account and then save the preset settings. Once you do this notification works as expected.

I don't know if this is by design or mistake but it is pretty annoying having to tell every user that to get notifications they have to edit then save their profile.

This was a bug in the 6 version also. See http://drupal.org/node/862730
I think this should be ported to the 7 version.
