This is a relatively minor bug where if contributed modules defining layouts but not using theme files for them are involved, rebuilding caches throw notices. I think this is simple enough to be committed as-is.

All right, since this only happens with a custom layout plugin, then we'll need to include one in the tests. Looking into it.
