Sort regions in the .info file in the same order as they appear in code

The order of regions on the admin/structure/block page is the same as they are listed in the .info file.

Currently it's different from the order they appear in code, which is somewhat confusing.

The order of regions should be fixed both in the main theme and the subtheme (Compass-powered Ruby gem?).
