Steps to reproduce:

1) create new block type
2) click on manage fields on new type
3) see that you are on the edit block type page instead of the manage fields page

-cc all-
4) reload page and see the manage fields interface

I've had this issue in the past, but the latest version of bean (-dev) does include clearing the cache when the custom block is saved. My local testing also shows that this is now working correctly.
