When on an admin page, the pulldown arrow links to /user

I encountered a strange behavior. Whenever I'm on an "administration" page e.g. node/1/edit, admin/content, etc, the little dropdown arrow on the top right of the navbar links to /user, but when I'm on a front-end page, it doesn't link to anything. This seemed odd to me and I didn't have context for why it was doing it.
