Not sure what's going on here but I have installed Commerce Addressbook gone to my checkout settings, and gone to the billing information pane settings and do not have the checkbox displayed to enable the Addressbook? I'm using admin role which has all permissions granted so don't understand why I can't see this?

Which GUI did you go to did you go to:

(the correct location)
www.example.com/admin/commerce/config/checkout

or

www.example.com/admin/commerce/config/checkout/custom-pages

This is probably due to a conflict with the customer_profile_type_ui module if you're using it, it has been fixed since.
