I have created a patch to allow translated role : http://drupal.org/node/1759810#comment-6467928

The fact is now the method user_roles(), return the translated roles, and in administerusersbyrole module , the permission key are created from this method, so if you change the language the permission change.

I have made a patch, to change the way you create the key for the permission, to fix that.

But I don't know if is a good way.
