Change to an up/down icon when four-way movement isn't possible.

Add a border to indicate draggable items are activated on mouseover.

I can see how the drag-drop affordances could be made more discoverable but this needs a bit more information and context to discuss properly. Where was this observed? Did people find out about it in the end or not at all?

Unmarking duplicate. That other issue was mostly about rewriting to use jQuery UI and didn't include this particular recommendation in any way. This issue is still valid.

Moving to outdated as there was no issue summary update per the reqest from #5 when it was moved to PNMI 7 years ago.
