Remove Seven's ie.css and the conditional comment that adds it for IE8.
Not only have we dropped IE8 from core, but this file only has a ruleset that is duplicated in normalize.css, plus css added from #1838156: Implement the two-column layout for the new create content page which no longer makes a difference in IE8's 1 col layout. Bye bye!
