Hello. On the beginning sorry for my English.
I found that Drupal 8 will be released in August 2013 (in few days).
Should I learn Drupal 8 or Drupal 7 ?

If you are seeking to put a site into production, use D7
D8 hasn't been released as stable yet. Fewer modules are available and so on. However, you should have it installed somewhere and working with it so that you can understand its changes.
Don't trust the roadmap plan.
Don't trust the roadmap plan. As I can remember D6 / D7 all delayed about 3 months ~ 9months. D7 is the best option for now and next 3 to 6 months.
The target for D8 is january
The target for D8 is january 2014, and that is optimistic.
