I would like to know if, it was possible, how to create an empty link (href="#") that changes URL and Title.

Seems like plain old javascript would solve your problem. This doesn't require an AJAX call to load content and is probably out of the scope for this module.

In relation with this. Is there any solution for that blocks which you decide only show/hide for some URL?

in block setting, yes, you can specify include/exclude paths

I have specified that, but nothing happens when URL changes via ajax links. However, if you refresh the page, it does.

have you included bloco region in page-ajax tpl?
