In Tablet portrait and mobile layouts, can first sidebar appear above content?
I'm using Display suite so don't want to get involved with Panels.
Do I modify the tpl.php file?

Any help will be appreciated

Not really, but yes it is possible if you have the CSS or JS skill to make it work.

Far easier if you use Panels and AT Responsive Panels layouts.
