Change link format in hook_help in CKEditor module [#2097545]

Background:
This issue is part of the task to update the hook_help texts of the modules for Drupal 8:

This all looks correct to me. Can someone test manually to verify the links are all going to the right places? The test failures are unrelated (must be a test glitch) -- I'll hit retest.
