I am sure you are talking about Views contextual filter, yes contextual filter is a dynamic filter (https://drupal.org/node/1578558)

Contextual Filter in view mainly made changes as per URL Changes. Dynamic Filter made changes at Query level.

what do you mean by query level ?
could you please tell us little more about the 2 concepts ?

URL also affect query since views is to build a query .
