The options table for an options element has the "Show row weights" / "Hide row weights" toggle link above it. This link does nothing but remove the drag icon from the first cell of each row of the table.

You can see the two states here:
weights hidden
Only local images are allowed.

weights shown
Only local images are allowed.

The link is added via JS so it can't be removed before page load. This patch adds to options_element.js to remove the link after it has been added.
