Our drupal.org 403 and 404 error pages are the Drupal default. I would like to help write some friendlier, more helpful error text and get those nodes into place, if there's no other reason not to. And it might even solve things like this #389104: Searching from a 404 page doesn't give results - stays on 404 page.
The 403 error page in particular can explain why something isn't visible (e.g. it's unpublished) etc.

I'm assuming this would best be created as a flat file for performance reasons. Perhaps Drumm or someone else on infra could provide some guidance on this?
