not appearing in vertical tabs

I was led by the release notes that this should be working, however, with vertical tabs installed, I still can't see the page title panel/fieldgroup show up.

Tried applying the patch mentioned here:

But still no joy.

Permissions have been set, but again, no joy.

Am I missing something obvious here perhaps?
