Possible to schedule the same rule set multiple times?

I have it set up so when user1 flags node type A it triggers a rule to schedule rule set A, which unflags that node after 10 minutes. However, if user2 flags node type A after user1 has, it replaces the original scheduled rule set instead of adding a second scheduled rule set to run after the first.

To sum up: is it possible to schedule the same rule set and/or multiple rule sets at the same time?
