The roles that create the content cannot set any permissions with node privacy by role. The only time that part of the node form shows up is when editing as admin.

jerrac CreditAttribution: jerrac commentedSpecifically, I had no clue to even look at the content types in order to set who had permissions to change permissions. Something as important as that should probably go on the project page.
Or at least make it more (it already is...) obvious that there are additional configuration steps. Yes, I should have realized that right away, but I'm not at full power right now, so a clue would have been helpful.
