During DrupalCon Paris I talked to Addison Berry about reviewing handbook pages before they are submitted, an idea about which she was enthusiastic. Possible review methods are spell check and a profanity/spam filter.
The required functionality would be provided by Text Review.

jhodgdonI think that for the Community Documentation (soon-to-be name anyway), it is too much of a burden on the maintainers (and we soon won't have maintainers) to review pages before they are published or revised, so this is a won't fix issue.
We will be using a fairly complex workflow on the new official/curated help system, so I've added a comment to #1283496: Help/Docs system: editorial/translation workflow and permissions to check out this module as one possibility.
