To allow theme and module developer to leverage HTML5 we need to move this hard coded markup into themeable functions, where it makes sense (could be places where it does not). The goal is to make Drupal 8 markup agnostic, meaning you can use any version of HTML you want.

We avoid theme functions, and recommend all markup in templates if possible.

Triaging theme system since we are in RC. This effort will still continue believe you me;)
