I have set up a site with several Panel pages and Node template panels.
I want pager elements (breadcrumb, tabs,..) on top of my main region (that is: the content.. so in case of a 3-column panel layout, the region with the content is usually the middle one).

However, to achieve this, I need to add these pager elements for each and every of my panels, one by one.
Is there a way to automatically do this for every panel?
So that if in future I want to change the order of the pager elements , this is automatically applied to all of my panels?

I'm thinking of overwriting some layout specific panel template. Haven't any knowledge about it though.
Or does the Panels module have build-in support for this?
