I have installed Drupal 7 on a local computer on stack called Denwer (similar to WAMP) and Windows 7 (all system updates on march 2011); I see that all pages load without Overlay module (it is on, on modules page). Then i see that jQuery does not work at all: Views slideshow doesn't work, when I add node, all parameters load in a list instead of tab-listing mode.
I cleared all caches, reinstalled Drupal 7 using the development snapshot, clean-installed Denwer, installed another stack XAMPP: all this doesn't work. Strange, but on Drupal 6 all works perfect.
But, I remember I didn't have such problems on Windows XP early. Today i tried to use Drupal 7 on Windows XP and it works! On my PC i have 2 OS installed: 7 and XP, and after reboot i used the same Denwer stack and the same Drupal 7 install as on Windows 7. But no any problems with overlay and jQuery.
So, who knows why it happens?

if you are using WAMP (or any other local apache like xampp) than go to: apache > modules, and enable rewrite_module (the official name is mod_rewrite)
it solved the problem for me right away! this module is not enabled by deafult in WAMP...
I figured the problem was there because kiamlaluno said (in another post) that is't a URL issue...
Hope this works for whoever googles this problem in the future
