I tried to add a custom subtheme based on html5 starter kit and noticed that template.php is empty...

himerus CreditAttribution: himerus commentedUnless there is some issue in the starterkits, this works as designed.
There is no custom code needed in the template.php files, it is just there for the starterkit/subtheme so that a user can use it if needed. All default functionality is chained by the parent themes (Alpha > Omega > Subtheme)
