Warning: This release removes the dependency on libraries.module, it will no longer be installed automatically when using composer. Existing sites must explicitly require it with "composer require drupal/libraries" and then optionally uninstall it and remove it again with "composer remove drupal/libraries"

This release fixed a number of bugs in the previous beta release and restores a commit that was accidently reverted.
