Fields not available in VBO steps

I'm using this module with Views Bulk Operations module. I'm creating a custom configurable action to run against selection. In the action configuration form I'm expecting to retrieve the Views PHP fields in each row object of $context['selection'] array. But none of those fields are passed to the action configuration form.

Is this a per design issues or is something buggy in there?
