Create a module, that lets user create links which trigger rules. This links should be assignable to any other entity and, like the flag modules, have 3 types of links: ajax, normal and confirmation form link.
The project is currently in a sandbox: http://drupal.org/sandbox/sgilits/1162460
It will later be released as a seperate module.

Released a second more powerfull and improved beta today. So I think we can close this issue.
