This means adding a query tag to the query in webform_get_submission_count(). Also, it would help if the table was aliased and the fields were prefixed with that table alias.
I saw that #1068294: Allow additional filters to be passed to the submission results page is trying to work with the query in that function as well. Maybe they can be combined.
