This was resolved by removing the the SEO position Theme as the administer theme. THis theme i find has not very well for me. When putting a block on the sidebar the whole site would go out of whack. too bad because i love the 2 colum stuck together. i find it a strong statment that it says at the bottom design by SEO position since they develop the them and not the site, or content.

Hi chicomtl,
I appreciate your feedback about the theme and problem you were having. These kinds of problems occur due to the fact that a) you're using or trying to use a 4.7 theme with 5.1 without updating the necessary code for it to function correctly and b) some of the issues discussed here were discussed in earlier bugs/issues for this theme such as items too wide put into the right-hand columns (especially the top block that spans both the two right columns) will cause funky layout issues with those columns.

Chicomtl, I'm not really sure I follow your statement where you say:

i find it a strong statment that it says at the bottom design by SEO position since they develop the them and not the site, or content.

What exactly are you trying to say here? We've developed the theme and supported issues many issues with layout problems, both commented on Drupal's bug section for the theme and through direct communication from webmasters who ahve contacted us directly. I'm just not sure I follow what you're trying to say above... Feel free to elaborate.
