This issue was also reported at http://drupal.org/node/132732

The link is broken because it points to CVS, which has since been migrated to Git.
The correct link is now http://drupalcode.org/project/imce_wysiwyg.git/blob/HEAD:/README.txt

I personally cannot fix the link in the module page, but this should at least point visitors of this issue to the right location.
