When I tried to access drupal.org today I got the error message:
Sorry, 122.169.157.160 has been greylisted by http:BL.
You may try whitelisting on http://drupal.org/httpbl/whitelist.
After restarting my internet connection it worked again. Since not everyone knows about static vs dynamic IP-addresses a note could help. Something like:
Sorry, 122.169.157.160 has been greylisted by http:BL.
You may try whitelisting on http://drupal.org/httpbl/whitelist or restart your internet connection (e.g. disconnect the power of you modem for a few seconds) to get a new IP.

-> I did not try.

Heine CreditAttribution: Heine commentedThis seems to have been implemented in #1242736: Admin feedback to greylisted users but still needs the local part. Some users (IRC) are so confused (or passive) that they don't click the whitelist link.
