Creating a new banner block, or when you've deleted all the images, I can access the settings section. Once you've added an image, when it comes back, it resets all the things already set in the page (including the settings and things like publishing options) and the JS for the Banner Settings rotater stops working (runs from blue to black). This in the Bartik theme.

I've got similar things going on in Bartik where a lot of those kind of controls don't work in non-overlay admin pages but work fine in overlay pages (I can't turn off overlay and have this site be administerable). I've tried this page both ways with the same result -- doesn't work when Images are in place.

Fixed.. This is being caused by my hosting blocking files with .cookie. in them (see http://drupal.org/node/522646). Fixed this by config->performance setting JS aggregation on.

Same problem, different solution.

This issue described perfectly what I was experiencing. I contacted my server and they informed me that my .cookie was not being blocked. The tech support there suggested that I check the "Aggregate JavaScript files" in the config->Performance page, towards the bottom. This fixed my problem. I know that the documentation clearly states this, but I overlooked it. So I pass this along for other overlookers.
