Primary use for this would be for product imports through Commerce Feeds, as a Price of $10.00 would import with the value 1000.

Clients can sometimes have product databases they maintain for a purpose that is bigger than just a Drupal import, therefore and so in cases where the client needs to be involved in the import process, being able to set a Tamper to multiple by 100 would be ideal.

Whilst I can only conceive Commerce specific uses for this issue, I suppose it could have non-Commerce uses hence why I've posted in Feeds Tamper queue rather than Commerce Feeds queue, hope that's cool :)
