I am a senior web designer who try to design a theme for my own eCommerce store to sell sport goods. Once design is done, then I will hand over the theme to Drupal Developer for mock up. (feel free to recommend if you know someone is good with reasonable $)
Anyway, I am trying hard to search to see if there is any design guideline or things that I should be aware of before I jump into Photoshop. As I understand, if my design is totally different than Drupal core's structure. Then my cost will run up since more hours will be required for programming to accommodate to work with my design theme.
I heard there are no limitation in terms of design for Drupal, it just a matter of $$$$$ you are willing to pay for Drupal Developer to alter the code. My budget is low, so I would like to hear from someone who could show me how should I start and how I can design something that I like but yet the cost is minimal.

One approach is to look for a Drupal 7 theme you like and design around that.
Another is to design to a common pattern like 960 grid system that is used by one or more theme. (several use the 960 grid system).

Your cost is going to be less in the project itself, and more in the aspects of the project therein.
(And yes, that was stupid circular-logic, but let me explain.)

But what you are thinking? Better make sure you have a sound plan of what the project will do, and what it will include, before you start working on what the project will look like.
For example, on a project that won't be named, they wanted a simple site, with separate slideshows in two places, a spot for what they sold (no ecommerce mind, just showcase), and an about page with generic Search Engine Optimization.
Once things started going, they wanted a chat-room, a full mailing list that emailed them when new members joined, a menu-page that was able to be updated by non-tech-enabled users, and full social media integration with their personal and business FB, Twitter, and a few other accounts.
When I sent them an estimated bill nearly 12 times over the initial cost they blew a gasket, but they were very clear when outlining the project that 'all they wanted' was the initial stuff (specifying 'no' to the rest of it).

PSD to Drupal
if you search for psd to drupal you will find a couple of companies that start at just a couple hundred dollars. I would consult with them to find out what elements of design usually are a time suck so you can work around them or omit them. However, I have had no experience with any of those companies and do not know their quality. However I do consider trying them out because I am migrating Ketchup World to Drupal Commerce, and there are not really any special customizations I am looking for. I just want the awesome cms functionality that Drupal is known for. In the end, that's what it really depends on, what features you are looking for.
