Admin permissions missing on initial install

Problem/Motivation

On initial install, only some of the administrator permissions are present.

Proposed resolution

Missed some code from standard.install that's needed to get this right. This might properly belong in e.g. debut_admin, but for now I'll restore it in openoutreach.install.
