Why does the shipping pane re-calculate shipping when you select the option "My billing information is the same as my delivery information."?

Is there a way to turn this off?

It currently works like this because the same checkbox is displayed (with a slightly different wording) when the delivery pane comes second; in that case, the checkbox should update the shipping calculation.

Thanks. We ended up just moving the panes around to avoid the issue.
