The documentation indicates that the following userlink-related blocks will be available: view all links, view all link categories, view popular link categories, recent links, my links, my link categories, and the link menu.

After installation, I don't see "view all link categories" as an available block. Is this block missing?

At this time, the code is the best documentation! I'd love it if you were interested in updating the documentation -- feel free to post a patch here, or just post the whole new file and it'll get into the project.

Some stuff was removed during the 5.x port, so you may be able to figure out what's missing from the CVS repository: http://cvs.drupal.org/viewcvs/drupal/contributions/modules/userlink/
