When an invite is sent by a non-admin member of a group to a non-site-member (by email address):
- Invitee receives the invite
- Invitee clicks the invite link and signs up to site
- Invitee is presented with the group but is told must wait for a group admin to approve their membership
- On next login a group admin is asked to approve their membership
For an open group, an invite from a non-admin member should allow the invitee to join a group without approval, just as if they went to the direct group link, or via the group directory they could join the group without approval.

Steps 1&2 of your issue happen. step 3 not. My groups are set to "moderated groups", also as "private groups". I wouldn't expect the private status o interfere with this.
I've tested invitaitons to both members and non members; in my case the admin does not get a warning that a group member has invited someoneelse.
When a member clicks the OG_invite link in the email, message 'Access denied' appears
When a non-member clicks the link, they register. Once logged on, there no link or mentiongin of the group they were invited to. Admine doesn't get any request to approve. Group member list doesn't include the newly invited member.
Am I doing something wrong in configuration?
