Cleaned up the default block tpl file and added few classes that will help out themers [#1320138]

I know anyone can create their own tpl to target their blocks, but I felt there should be a few more block classes around the the extended forecasts so themers can better target them.

Will have a look at this patch. Seems like a good idea. I haven't touched the tpl file on the 7.x branch yet. pretty much straight port. The css may need changing in the module to compensate for these changes to the template too?!

I agree with damian, the CSS should be adapted to reflect the changes in the template. I would not be against more generic css defaults as well. Changing status to 'needs work' if I may.
