Even if the "Create snapshots and reset the site" permission is not granted to any roles, the block appears to everyone and they can even use it. The best one can do is to hide the block manually from the unwanted roles.

Same here. Even anonymous users can reset the site by default.

This seems to be working fine with the latest 7.x-1.x-dev version.
I am lowering the priority to normal but think it should be closed as fixed.
