Would appear that the function of collapsing does work, however, on reload the settings are note remembered and the block is expanded even though it was previously collapsed. This is using the Languages Block which ships with Drupal.

darvanen@sonvir249, I've had a look into this and the language picker block does not remember its state because it contains an active link (that is, a link with the class 'active' applied to it).
There is a comment in the code that says "Leave active blocks uncollapsed." though it doesn't say why.
If we changed this behaviour it would not be backwards compatible so it's probably something for a future version unless the maintainer decides the change has merit.
