Classes are not being injected for anonymous users when Skins are set via Fusion Apply Rules. This happens for both region and page rules applied using Page visibility rules.

Example: Content region on homepage : https://skitch.com/sheenad/gm7yd/fusion-apply-region-rules
- skin is restricted to only the front page, content type and roles are unrestricted

I tried granting anonymous users the "Bypass Rules access control" permission and the skin was still not applied.

I edited this rule to be shown only for anonymous users on all pages - it then showed on all pages for anonymous and admin users (with "Bypass Rules access control" permissions), but not for authenticated users.

The behavior is identical for Page rules.

Note: after updating your code to the latest dev branch, you'll have to resave your page rules in order for the fix to take effect.
