What about having a comment item for complex rules?
Just like we can add a new condition, a new OR/AND items, I think having a "Comment item" to comment the rule on the UI where it is needed would be helpful.
It is not meant to alter the final rule, just making the rule from the UI easier to understand.

I think this can be helpful on many situations where components or rules can get complex... and after some time you don't remember what were you intended to do with such conditions or actions.

So I think, an internal Comment field in Rules and Components would be helpful, just for developer remembering.
