"Path to custom Nice menus CSS file" does not show up in my theme's settings [#1366454]

The path field shows up in my local install but not the one on the server. Any ideas?

Also, when i disable then re-enable Nice Menus in the modules section, it works for a bit, then all of a sudden, on a seemingly random page refresh, the menus turn to a list and the Path to custom CSS dialogue box does not show up in the Appearance settings. help! Thanks!
