While testing various outdated modules upgrades in Managing News, we discovered that Strongarm 2.1 breaks site install - no menus are created properly.
While some other upgrades - like jQuery UI 6.x-1.5 and Views 6.x-2.16 - also break MNews site provisioning, all other upgrades don't cause any issues, so it seems that either MNews features will need some fixes or Strongarm 2.1 introduced some bug, so I'm posting it here FYI.

omega8cc CreditAttribution: omega8cc commentedNote: it doesn't break anything horribly - just there is no menu at the top after initial install and you need to visit admin/build/features URL to get them automagically fixed.

I believe there were no new MN versions for a very long time already, so my report must be related to the last version available, which was released on August 29 2011, while this bug report was posted on December 19, 2011.
I will try this with newer versions of all outdated modules again and then re-open if there will be the same issue still present.
